I've visited Liverpool at pretty much every time of the day. Night shots are amazing due so the reflections of the buildings on the docs. Long exposures are easily achieved in the day time. The sun sets across the river making for some very good shots of Birkenhead.
Low Force is a series of small Falls and one large Fall on the River Tees up at the far (western) end of Teesdale. In addition to the Falls, there are some interesting pools and rock formations to photograph also.

Check tides before you go! (Liverpool bay should be ok, just add ten minutes on to the times) Try to time it so you get there 3 hours either side of high water (on about an 8 meter tide) as they do cover over. The walk down is slippery, so wear some good boots/wellies.

I imagine sun rise and sun set are good times for this location. I have only been at night where long exposures are great due to the vivid colours and great reflections.
